第３回「ベルギー学」シンポジウム
2016年、日白交流150周年を記念して、私たちは「ベルギー学」の構築を掲げて国際シンポジウムを開催しました。この国際シンポジウムの成功を受け、2018年には相互理解のさらなる深化を目指して「日白交流の“いま”」をテーマとした第2回目の国際シンポジウムを国内外の人々とともに行ないました。このシンポジウムも多くの参加者に恵まれ、好評を得ました。
2度の国際シンポジウム開催を通し、私たちは日本とベルギーとの友好関係・相互理解をさらに深めることに大きな意義を感じました。そこで、あらためて現在の友好関係がどのように築かれてきたのかについての知見を広く分かち合うために、交流の歴史を振り返る国際シンポジウムを今回企画しました。学術、文化・芸術・外交関係、民間交流などの分野から長きにわたる両国の交流史を振り返
ることで、現在の絆をより強めることができるでしょう。また現在の友好関係づくりに尽力した人々の足跡をたどることから学ぶことも少なくありません。今回、学術的に交流史を振り返るとともに、友好関係の歩みに関する知見をこれまで以上に多くの人々と共有することで両国の相互理解をさらに深めることにつなげたいものと思います。

In 2016, we organized an international symposium for the establishment of “Belgian Studies” to commemorate the 150th anniversary of friendship and diplomatic relations between Japan and Belgium. Spurred on the success of this symposium, we organized a second international symposium based on the theme of “Ongoing exchanges between Belgium and Japan” to deepen mutual understanding between the two countries, an event that was attended by participants from overseas and Japan. The symposium was well-attended and enjoyed a favorable reception.
The strong sense of the significance of deepening friendly relations and mutual understanding between our countries that we gained from the two symposiums has prompted us to organize a third international symposium based on the theme of the histories of exchanges between the two countries with the aim of sharing knowledge on how the current friendship between our countries has grown. We hope that looking back on the long histories of exchanges between the two countries in the domains of academics, arts and culture, diplomatic relations and non-governmental interchanges will further strengthen our current ties. Moreover, we have much to learn from the those who have made efforts to build the current bilateral friendship. We hope that the third symposium will give us the opportunity to further deepen mutual understanding between the two countries by looking back at the histories of exchanges from an academic perspective and sharing knowledge of the development of friendship with more people than ever before.

1866年8月1日、日本はベルギーと修好通商航海条約を締結しました。それから150年後の2016年、私たちは「文化・知の多層性と越境性へのまなざし―学際的交流と「ベルギー学」の構築をめざして―」と題し、記念シンポジウムを開催しました。自然科学から人文・社会科学まで、幅広い分野の専門家たちによる講演、パネルディスカッション、研究発表がおこなわれ、延べ302名が参加したこの研究集会は盛会のうちに幕を閉じました。
そしてこのたび、日本とベルギー両国間の交流を促進し、相互理解のさらなる深化、「ベルギー学」の構築による日本におけるベルギー理解のさらなる向上に寄与することを目指して、あらたに国際シンポジウムを開催いたします。今回は「日白交流の“いま”」をテーマに、こんにちもなお進展し続けている両国の人的・知的交流を共有し合う場を設けたいと思います。多くのみなさまのご協力、ご参加を心よりお待ち申し上げております。

On August 1, 1866, Japan concluded the Treaty of Friendship, Commerce and Navigation with the Kingdom of Belgium. In 2016, to commemorate its 150th anniversary, we organized a symposium entitled “Reflections on Multi-layered Culture and Cross-boundary Creativity—Towards Academic Exchange and the Establishment of ‘Belgian Studies—”. The symposium included a panel discussion, lectures, and presentations by specialists of various fields ranging from natural science to humanities and social science. It was very successful with over 400 participants in total.
In December 2018, we are going to hold another international symposium with the aim of encouraging further exchanges and mutual comprehension between both countries, and enhancing understanding of Belgium in Japan through strengthening the basis for “Belgian Studies”. The theme of this symposium is “Ongoing Exchanges Between Belgium and Japan”, and we would like to share the current state of human and intellectual interactions going on between the two countries. We look forward to your contribution and participation.

日白修好150周年
1866年8月1日（慶応2年6月21日），日本はベルギーと修好通商航海条約を締結しました。これは日本が幕末に西洋諸国と結んだ9番目の条約でした。その後，一時期の不幸な期間を除いて，両国は常に良好な関係を保ち，文化的・経済的な人的交流が続けられてきました。そして，来年2016（平成28）年，めでたく修好150周年を迎えます。
そこで，この記念すべき日白修好150周年の年に，日本とベルギー両国間の分野を超えた人的交流を促進し，両国間の相互理解のさらなる深化，「ベルギー学」の構築による日本におけるベルギー理解のさらなる向上に寄与することを目指して国際シンポジウムを開催いたします。

ごあいさつ
ベルギーと日本との間では，学術，藝術，技術，産業などすべての分野において極めて親密な人的交流が行われてきた。一つには，ベルギーの特質として，多様な言語，文化を内部に含み，多層的で柔軟な文化的雰囲気をもち，一方で伝統文化を持ちながら柔軟に世界の文化を吸収してきた日本と相通じるところがある。そこには，巨大なるもの，強固なるものよりも，小柄で柔軟なものへのまなざしがある，そして賢く生きてきた庶民の生活がある。大きな潮流よりも，身の丈に応じた独創的営みを創出し，それが静かに浸透していくものをつくりだしてきた。このシンポジウムでは，ベルギーの文化の多層性を，ベルギーの「タペストリー」に見るように，細部にいきわたる独自性の中に見いだし，両国の文化がなぜ引き合うのかを明らかにしたい。こうして日本における「ベルギー学」を創出する機会としたい。

ベルギーは，多言語・多文化状況やマイノリティへの関心が増大してきた世界において，これらの価値観や異文化理解にとっての，具体的かつ明確なイメージと展望をもたらしてくれる事例になり得ます。移民，民族紛争，宗教的差別など多くの問題を抱える現代世界にとって，ベルギーの文化・芸術・技術の多様性やそれらの前衛性から多くを学べるはずです。また多層性，越境性という風土において外交や調停能力も育まれました。 ベルギーにおける「日本学」のレベルの高さにも注目すべきで，多方向からの視点で日本を見つめ直すこともできるでしょう。
今回のシンポジウムでは，これまでの研究の蓄積もふまえた，ベルギーに関わる諸分野の最新研究・情報を一堂に集めて発表・議論をする場を提供し，またベルギーからも各分野及び日本学，日白交流の専門家を招聘し講演をしていただきます。各分野の研究動向を知り，また分野を超えてのベルギー研究の意味を探り，さらに一般の参加者の方々にもベルギーの文化や学術研究の奥深さや意義を知ってもらい，日白の交流を一層深めていきたい，などといった様々な期待を抱いております。そして新たな「ベルギー学」の構築に向けての第一歩にしたいと思います。

150 Years of Friendship
The year 2016 marks the 150th anniversary of diplomatic relations between Japan and Belgium.
150 Years of Friendship Between Japan and Belgium
On August 1st, 1866, Japan concluded the Treaty of Friendship, Commerce and Navigation with the Kingdom of Belgium. This was the ninth treaty with a Western country to be concluded at the end of the Edo period. Except for a short period of minor disagreements, Japan and Belgium have always kept a friendly relationship since the establishment of formal diplomatic relations, and have maintained cultural, economic and personal exchanges. The year 2016 will be the 150th anniversary of the friendship relations.
In this commemorative year, the Executive Committee of the Symposium Commemorating the 150th Anniversary of Japan-Belgium Diplomatic and Friendship Relations will hold an international symposium with the aim of encouraging further exchanges between both countries, building a basis for “Belgian Studies” and improving a further understanding of Belgium in Japan.

Greetings
Japan and Belgium have been engaged in intimate exchange activities in diverse fields of academia, fine arts, technology and industry. One of the characteristic features of Belgium is that it includes a diversity of languages and cultures, and it has a flexible cultural atmosphere with a multi-layered structure. While keeping its traditional culture, Belgium absorbs external cultures into its own. These features may be in resonance with Japanese cultural traditions. In other words, both the Belgian and Japanese culture pay attention to small yet flexible elements, rather than giant and rigid things. In addition, there is the wisdom of the common people, who have lived their lives in times of prosperity and disaster. These people prefer to generate creations befitting their own size rather than to make a huge current. The resulting products have percolated serenely into this world.
The purpose of this symposium is to focus on the multiple layers of Belgian culture as we see in Belgian “tapestry” with finely interwoven threads and to find why and how the Belgian and Japanese cultures attract each other. I hope this symposium will be the start of “Belgian Studies” at Japanese academic institutions.

In a world which is more and more multilingual, multicultural and attentive to minorities, Belgium can show the way. Belgium is a place that gives a practical form to these values. It illustrates how different cultures can understand each other. Its diversity in the fields of culture, art and technology, in particular, and sometimes its avant-garde developments, have much to teach to a world faced with the challenge of immigration, ethnical conflicts and religious discrimination. In a multi-layered cross-boundary environment, its diplomatic and mediation skills are essential.
The highly developed “Japanology” studies in Belgium are remarkable. They put light on the Japanese culture from a variety of viewpoints.
This symposium will present the latest research and the accumulated knowledge in different fields concerning Belgium. The speakers roll will include specialists from Belgium in each relevant academic field, in particular Japanologists and researchers who focus on the Japan-Belgium relationship. We expect the symposium to deliver a broad output: an understanding of the current trend in each field, the identification of the meaning of interdisciplinary Belgian studies, a sharing with the participants of the depth and importance of Belgian cultures and academic activities, and a deepening of the understanding and relations between Japan and Belgium. The symposium will mark the first steps in the construction of “Belgian studies” as a specific academic field.
